OVERVIEW
 

The size of Small and Medium Enterprises has lots  of  advantages in terms of flexibility and speed in  responding to opportunities and  problems. At the  same time, such enterprises are always short of  resources like: time, money, personnel and know    how exposure. Consequently, their capacity to  tackle  or confront bureaucratic or other social and  environmental obstacles is also very limited.  Almost  all the trade associations and chambers of  commerce  and industry have a tendency to  become  monopolized by the major players of that  industry – leaving the Small and Medium business  person  feeling alone, insecure and totally  unrepresented in  the real sense. Similar  disadvantages experienced  in  gaining access to  financing. Small Enterprises, if  they are to develop  successfully, need variety of    services and form of  help. Apart from access to  finance, they need  assistance to upgrade their  technology and skills  to  make most effective use  financial help that  may become available. They  need  help on how  better to market their products. In  short, small  enterprises need support services to  whom they  can turn for information, advice and  assistance.

 

PURPOSE
 

It is this that led to the creation of Pakistan  Association for Small and Medium Enterprises, In  the  year August 1997. Pakistan Association for  Small &  Medium Enterprises…PASME is an  independent, non- governmental & not for profit  organization. It is non-political and non-sectarian  in its composition, whose  mission is to promote  and encourage the growth and  development of  SMEs. PASME  help its  members achieve  optimum success and progress by  maximizing  strengths, creating new market  opportunities , introducing new technologies, and  developing  managerial and entrepreneurial skills  through its  various projects.

 


ENTREPRENEURSHIP DEVELOPMENT

 

Research has proven that entrepreneurial skills   are  not something that you inherit by birth.  Rather  they  are composed of a set of   competencies, which can  be learned .

 Entrepreneurship training can help you become a better entrepreneur and increase your chance of success. PASME organizes various training  programs in collaboration with professional  training organizations to provide existing and  would be  entrepreneurs access to specialized  training at an  affordable price.

 

GENDER & DEVELOPMENT
 

In most countries of the world, women make up  50%  of the population. In developing countries as  well as in developed countries, women often are  involved in activities that are generating additional, in  many cases, the main source of income. Yet  their  contributions are seldom highlighted or even  noticed. Nor are their problems looked into or  addressed. PASME intends to highlight the  problems faced by  the  women entrepreneurs and  to assist them by  providing access to training,  information and support  that would help them  further develop their business  ventures.

 

HUMAN RESOURCES DEVELOPMENT
 

Human beings are the most important resources  of  any organization. It is crucial for every  enterprise to  ensure that their people are trained  to perform their  job and to perform them is a  timely and effective  manner. PASME organizes and  develops training to  enhance effective  management practices for SMEs.

Creation of a data base to provide information  and  counseling services to existing and potential  entrepreneurs in the field of Small and Medium  Enterprises (SMEs). PASME provides:

EXHIBITIONS AND TRADE FAIRS
 

Most of the developing countries have started  responding to the global scenario by opening up  their  economics and allowing participation in  foreign  trade more freely. SMEs whose resources  are limited  often feel handicapped in deciding  where to go,   what    to go for and how to go about in  order to  operate efficiently and survive in this  highly  competitive environment. PASME promotes  products  manufactured by Small and Medium  Enterprises and  provide linkage to national and  international  markets.

Busy entrepreneurs are always in critical need of  access to relevant information; yet do not have  the  necessary time or resources to ferret out this  vital  information. Non members can  also subscribe by paying the subscription fee. PASME  Newsletter can be your own advertisement  media.

PASME is your organization and your power base.  How  you use it and how you develop it further as a  legitimate tool for collective good and progress of  Small and Medium Businesses, depends on your  involvement and support. The PASME has the following Aims and Objectives: -

1)        1) To foster, promote and co-ordinate international co-operation and movement for dissemination of knowledge for promotion of Small and Medium sized enterprises, by pooling the creative genius of micro, small and medium sized enterprises at national, regional and international levels and capabilities of governmental and non-governmental agencies engaged in promotion and protection of small and medium sized enterprises.

 

2)        2) To examine handicaps of micro and small enterprises and suggest remedial measures for removal of the same.

 

3)        3) To collect, collate and, disseminate information on expertise, innovations and technology in sectors specifically relevant to micro, small and medium enterprises.

 

4)        4) To identify, assess and assist in attending to the social, educational, technical, legal and

other incidental needs of the micro, small and medium enterprises.

 

5)        5) To encourage and facilitate greater technical, industrial and social cooperation and understanding between small and medium enterprises of developed and developing countries and amongst the developing countries themselves in the context of the emerging new world economic order through transfer of technology, dissemination of industrial and technical information.

 

6)         6) To prepare and publish papers, periodicals/News letters and reports in furtherance of international cooperation and understanding on technical and other needs of micro, small and medium enterprises with a view to benefiting them.

 

7)        7) To organize Seminars, Conferences, Exhibition, Workshops, Technology and Product Development Programs etc. with a view to improving and strengthening the production/technical capabilities of micro, small and medium enterprises and to make representations to national, regional and international bodies and organizations.                             

 

8)        8) To arrange exchange of counselors, specialists, trainers and trainees to facilitate transfer of skills and expertise by assisting in developing close multilateral and bilateral relationship among member organizations.

 

9)        9) To create awareness and mobilize public opinion on all problems pertaining to micro, small and medium enterprises and to undertake surveys and studies for the same.

 

10)      10) To enlist the services of experts, consultants and trainers on suitable basis, for the benefit of members on matters relating to industry, commerce and trade knowledge and other incidental needs.

 

11)      11) To promote national set up and organizations at appropriate levels to promote the objectives and programs of the organization.

 

12)      12) To promote advancement of commercial and technical education, advertising and study of different branches of science, engineering etc., which may help to develop small and medium enterprises and to set up a foundation or endowment for the same by professorship, studentship and/or scholarship for encouraging research work.

 

13)      13) To collect, formulate and express views of member organizations on connected matters at various forum-regional and international-with view to securing their fullest support to the various suggestions contained therein.

 

14)      14) To convene, when necessary, conferences, seminars, exhibition workshops and expert group meetings at such places and at such times, as may be determined.

 


The Structure of PASME     

 

The Governing Body


The highest authority in PASME is the Governing Body held every other year. During the Governing body meeting the members of the Board and the Executive Committee are elected. Moreover, they planned activities for PASME for the next two years are approved in this meeting.

The Governing Body watches the implementation of the planned activities. Moreover, the Governing Body approves the admission of new corporate members. The governing Body has 26 members and holds normally two annual meetings.

There are other financial ratio analyses that will be of great help to you in managing your financial situation. Remember, though, that while financial analyses can illuminate you about your business; it cannot tell you everything about your financial performance.

The Board

 

The Board has the overall responsibility for the politics, activities and finances of PASME. This means that the Board

  • passes the annual budget

  • appoints committees

  • processes and approves activity plans

  • is in charge of the general priorities and financial dispositions

The Board consists of the Chairman, the Secretary General and 12 other members selected by the Governing Body. Representatives of the local committees and lobby groups of the PASME may join the meetings of the Board as observers.

The Executive Committee

The Executive Committee consists of the President, the Vice President, Secretary, Joint Secretary and the Treasurer. In co-operation with the Secretary General the Executive Committee is responsible for the day-to-day work of the PASME.

The Committees

The committees are made up by members with a special interest in the committees' working areas. The committees hold frequent meetings where current topics and long term plans for activities are discussed. This could be in connection with arranging and taking part in discussion groups, conferences, seminars etc. The work of the committees is described according to PASME’s action plan.

Committee on Poverty Alleviation

The work of the committee is primarily based on global issues (Millennium Development Goals) in which it is increasingly important to emphasise cross-section and coherent solutions in the struggle against poverty.

District Committees

The District Committees are the manifestation of PASME as a nationwide organization and they are made up of independent groups of PASME members in Lahore, Peshawar, Quetta, Islamabad and Northern Area. The District Committees receive guidance from PASME Secretariat, but over and above that they are independent units with their own boards of directors elected locally. Such Boards meet regularly and they arrange discussion groups, conferences and other SMEs related activities.

The Youth Group

The Pakistan Association for Small & Medium Enterprises provide the fertile ground for youth empowerment, education, networking, and also have social components that combine to be a lot of fun and present excellent development opportunities!

The Youth Group of the Pakistan Association for Small & Medium Enterprises is made up of a group of active young people. The Youth Group is an independent lobby group within PASME.

The members of the Youth Group are young people under 35 years of age from many different walks of life who develop ideas, plan and carry out various activities in the PASME.

Many are students or they may be politically active or otherwise connected to or interested in SMEs issues.

 Corporate Member Organizations

In addition to the individual members, PASME also has approx. 65 member organizations. The corporate organizations make up a network consisting of:

  • trade unions

  • educational organizations

  • youth and women organizations

  • humanitarian organizations

  • internationally oriented organizations

  • business & services organization

Representatives from the corporate member organizations are elected for half of the seats in the Assembly of Delegates.

Careers Counseling


Pakistan Association for Small & Medium Enterprises advises individuals and groups about career choices and assists individuals with self-employment.

Tasks Include:  

  • provides information and resources to assist clients with job-seeking skills

  • assists clients to develop awareness about career options by obtaining and examining information relevant to their abilities and needs -

  • maintains careers and labor market information

  • analyses vocational information, explains alternatives and suggests possible courses of action

  • organise interview programs, surveys and careers displays

  • assist with special courses or community awareness programs

  • maintain job registers and refer clients to employers
